Oldham Council’s capital expenditure forecast for 2016-2017: (1) The most notable items are no contributions directly from the EU or indirectly via the European Regional Development Fund administered by the GMCA. (2) An additional £36.5 million of non-central government borrowing. (3) Just £201,000 of grants and contributions from private developers for a total spend of over £80.5 million, that works out at 0.2%.
